Bhopal मध्यप्रदेश को समृद्ध बनाना है तो पंचायतों को आत्मनिर्भर बनाना होगा Latest 1…. उप-मुख्यमंत्री राजेंद्र शुक्ल ने कुशाभाऊ ठाकरे इंटरनेशनल कन्वेंशन सेंटर भोपाल में “आत्मनिर्भर पंचायत- समृद्ध मध्यप्रदेश” की तीन दिवसीय संगोष्ठी के दूसरे दिन संबोधित करते हुए कहा कि मध्यप्रदेश को समृद्ध बनाना है तो पंचायतों को आत्मनिर्भर बनाना होगा।

उन्होंने कहा कि प्रधानमंत्री नरेंद्र मोदी ने संकल्प लिया है कि अमृतकाल में भारत को सबसे बड़ी अर्थव्यवस्था बनायेंगे। केंद्रीय बजट में ग्रामीण विकास के प्रावधान में 11 प्रतिशत की वृद्धि हुई है। ग्रामीण अर्थव्यवस्था को मज़बूत करने के लिए सतत प्रावधान किए जा रहे हैं। आज सिंचाई के रक़बे में निरंतर वृद्धि हो रही है। ग्रामीण क्षेत्रों में जल-जीवन मिशन के माध्यम से हर घर नल से जल पहुँचाया जा रहा है।

प्रधानमंत्री आवास योजना, आयुष्मान भारत योजना, ग्रामीण सड़क योजना, आजीविका मिशन आदि के माध्यम से ग्रामीण जीवन को सहज और सशक्त किया जा रहा है। उन्होंने कहा कि विभिन्न योजनाओं का उचित लाभ सुनिश्चित करने और हर पात्र को लाभान्वित करने के लिए मैदानी अमले का प्रशिक्षित होना, आपसी समन्वय होना आवश्यक है। उप-मुख्यमंत्री श्री शुक्ल ने कहा कि संकल्प और समर्पण से ग्रामीण विकास का नया अध्याय लिख सकते हैं।

दृढ़ इच्छाशक्ति से योजनाओं का बेहतर क्रियान्वयन करें

ग्रामीण क्षेत्रों में शिक्षा और स्वास्थ्य व्यवस्था को सशक्त करने के प्रयास किए जा रहें हैं। उन्होंने कहा कि आगामी वर्षों में सामुदायिक केंद्रों में ज़िला चिकित्सालय स्तर की सुविधाएँ प्राप्त होंगी। मुख्यमंत्री डॉ. मोहन यादव के नेतृत्व में दृढ़ इच्छाशक्ति से ग्रामीण सेवाओं को सशक्त करने के लिए समस्त आवश्यक संसाधन उपलब्ध कराये गये हैं।

उप-मुख्यमंत्री शुक्ल ने कहा कि आज ग्रामीण क्षेत्रों में बेहतर कनेक्टिविटी है, बिजली है, पानी है। आज हम तेज़ गति से आगे बढ़ने के लिए तैयार हैं। हमें अपनी क्षमता का उन्नयन कर दृढ़ इच्छाशक्ति से प्रयास करने होंगे। हमें नवाचारों को, अभिनव प्रयासों को पूरे प्रदेश में विस्तारित करना होगा, ताकि मध्यप्रदेश का ग्रामीण विकास पूरे देश में मॉडल बनें।

उप-मुख्यमंत्री शुक्ल ने “आत्मनिर्भर पंचायत- समृद्ध मध्यप्रदेश” संगोष्ठी में त्रि-स्तरीय पंचायत के सदस्यों और विशेषज्ञों की सहभागिता, उत्कृष्ट प्रयासों के साझाकरण के अभिनव प्रयास की सराहना की और सफलता की शुभकामनाएँ दीं।

उप-मुख्यमंत्री शुक्ल ने रीवा ज़िले में गौ-वंश संरक्षण और संवर्धन के प्रयासों की जानकारी दी। उन्होंने गौ-शाला को आत्मनिर्भर एवं रोज़गारों के सृजन का केंद्र बनाने के प्रयासों को साझा किया। साथ ही गौ-शालाओं से संबंधित शासकीय योजनाओं में प्रावधानों को सशक्त बनाने के लिए अनुभव आधारित सुझाव दिये।

संगोष्ठी में गौ-वंश संरक्षण के लिए बसामन मामा गौ-वंश वन्य विहार रीवा की संकल्पना, व्यवस्था और कार्यान्वयन पर आधारित फ़िल्म का प्रदर्शन किया गया।

पंचायत एवं ग्रामीण विकास मंत्री प्रहलाद सिंह पटेल, पशुपालन एवं डेयरी राज्य मंत्री (स्वतंत्र प्रभार) लखन पटेल, संस्कृति, पर्यटन धार्मिक न्यास एवं धर्मस्व राज्य मंत्री (स्वतंत्र प्रभार) धर्मेंद्र सिंह लोधी, राज्य मंत्री पंचायत एवं ग्रामीण विकास विभाग राधा सिंह, अपर मुख्य सचिव (एसीएस) पंचायत एवं ग्रामीण विकास विभाग मलय श्रीवास्तव सहित ज़िला एवं जनपद पंचायत के अध्यक्ष, उपाध्यक्ष, मुख्य कार्यपालन अधिकारी सहित मध्यप्रदेश की विभिन्न ग्राम पंचायतों के सरपंच उपस्थित थे।

एसीएस श्रीवास्तव ने तीन दिवसीय संगोष्ठी में विभिन्न विषयों और अब तक हुई गतिविधियों की विस्तारपूर्वक जानकारी प्रदान की। उन्होंने बताया कि संगोष्ठी में त्रि-स्तरीय पंचायत व्यवस्था के प्रतिनिधियों को शामिल किया गया हैं।

कृषि को लाभकारी बनाने, हरित मध्यप्रदेश, शहरीकरण से पंचायतों पर प्रभाव, केन्द्र पोषित योजनाओं का क्रियान्वयन, पेसा अधिनियम का क्रियान्वयन तथा वन क्षेत्र से लगी पंचायतों के सम्मुख चुनौतियों पर चर्चा के साथ ही ई-पंचायत व्यवस्था और पंचायतों की कार्य प्रणाली में वित्तीय अनुशासन तथा पारदर्शिता आदि विषयों पर मंथन किया जा रहा है। इसके साथ ही विभागीय अधिकारियों द्वारा विभाग की महत्वपूर्ण योजनाओं की विस्तारपूर्वक जानकारी प्रदान की जाएगी।

बसामन मामा गौ-वंश वन्यविहार और डिजीलॉकर फ्रेंडली पंचायत पर दिया गया प्रस्तुतीकरण

मुख्य कार्यपालन अधिकारी जनपद पंचायत रीवा हलधर मिश्रा ने ज़िले में गौ-वंश संरक्षण और संवर्धन के प्रयासों की विस्तारपूर्वक जानकारी प्रदान की। उन्होंने 10 हज़ार गौ-वंश की क्षमता वाले 52 एकड़ में फैले हुए बसामन मामा गौ-वंश वन्य विहार बनाने के विभिन्न चरणों स्थल का चयन, चारागाह की व्यवस्था, वन्यविहार को आत्मनिर्भर बनाने के लिए आर्थिक गतिविधियाँ, रोज़गार का सृजन, एफ़पीओ का गठन एवं सहभागिता, जन-सहयोग से संचालन और विभिन्न अंतर्विभागीय समन्वय के विषयों की जानकारी दी।

पंकज दंडोतिया मुख्य कार्यपालन अधिकारी जनपद पंचायत अंबेडकर नगर ने डिजी लॉकर फ्रेंडली पंचायत की कार्ययोजना और लाभों की जानकारी प्रदान की। उन्होंने बताया कि इससे दस्तावेज़ों की सुरक्षा सुनिश्चित होती है साथ ही सहज उपलब्धता से सेवाओं का तेज़ी से प्रदाय सुनिश्चित होता है।

पंचायत एवं ग्रामीण विकास मंत्री पटेल ने सभी पंचायतों के प्रतिनिधियों से आह्वान किया कि इन नवाचारों और अभिनव प्रयासों को संबंधित पंचायतों में अपनाने के प्रयास करें।

Deputy Chief Minister Rajendra Shukla, while addressing the second day of the three-day seminar of “Atmanirbhar Panchayat-Samridh Madhya Pradesh” at Kushabhau Thakre International Convention Centre in Bhopal, said that if Madhya Pradesh has to prosper, then panchayats have to be made self-reliant.

He said that Prime Minister Narendra Modi has resolved to make India the largest economy in the Amrit Kaal. There has been an increase of 11 percent in the provision for rural development in the Union Budget. Continuous provisions are being made to strengthen the rural economy. Today there is a continuous increase in the amount of irrigation. In rural areas, tap water is being provided to every household through Jal Jeevan Mission.

Rural life is being facilitated and empowered through Pradhan Mantri Awas Yojana, Ayushman Bharat Yojana, Rural Roads Scheme, Aajeevika Mission etc. He said that to ensure proper benefits of various schemes and to benefit every eligible person, it is necessary to have trained field staff, mutual coordination. Deputy Chief Minister Shukla said that with determination and dedication, the villagers can write a new chapter of development.

Implement the plans better with a strong will

Efforts are being made to strengthen the education and health system in rural areas. He said that in the coming years, community centres will have district hospital level facilities. Deputy Chief Minister Shukla informed about the efforts of cow-breed protection and promotion in Rewa district. He shared the efforts to make Gaushala a centre of self-reliance and employment generation. In the seminar, a film based on the concept, arrangement and implementation of Basaman Mama Gau-Vansh Vanya Vihar Rewa for cow-lineage protection was screened.

Rural Development and Panchayats Minister Prahlad Singh Patel, Minister of State (Independent Charge) for Animal Husbandry and Dairying Lakhan Patel, Minister of State (Independent Charge) for Culture, Tourism, Religious and Charitable Endowments Dharmendra Singh Lodhi, Minister of State for Panchayat and Rural Development Radha Singh, Additional Chief Secretary (ACS) Panchayat and Rural Development Malay Shrivastava, President and Vice President of Zila and Janpad Panchayats, Chief Executive Officer and Sarpanches of various Gram Panchayats of Madhya Pradesh were present.

ACS Srivastava elaborated on the various themes and activities that have taken place so far in the three-day seminar. He said that representatives of the three-tier panchayat system have been included in the seminar.

Discussions on making agriculture remunerative, green Madhya Pradesh, impact of urbanization on Panchayats, implementation of Centrally Sponsored Schemes, implementation of PESA Act and challenges faced by Panchayats in forest areas, e-Panchayat system and financial discipline and transparency in the functioning of Panchayats are being brainstormed. Along with this, detailed information about the important schemes of the department will be provided by the departmental officers.

Chief Executive Officer, District Panchayat, Rewa Haldhar Mishra gave detailed information about the efforts of cow-breed protection and promotion in the district. He informed about the various stages of site selection, grazing arrangements, economic activities to make the wildlife sanctuary self-sufficient, employment generation, formation and participation of FPOs, operation with public support and various inter-departmental coordination.

Pankaj Dandotia, Chief Executive Officer, Janpad Panchayat, Ambedkar Nagar gave information about the action plan and benefits of Digi Locker Friendly Panchayat. This ensures security of documents as well as faster delivery of services with easy availability, he added.

Panchayat and Rural Development Minister Patel called upon the representatives of all the Panchayats to make efforts to adopt these innovations and innovative efforts in the respective Panchayats.

ग्राम पंचायत मोरवन में नियम विरूद्ध खरीदी व भुगतान, खरीदी में भण्डार नियम का पालन नहीं, प्रस्ताव में भी संदेह

ग्राम पंचायत मोरवन …. सिलीकॉन कम्पयूटर फर्म नीमच को 3.5 लाख, राजकुमार बावल जूनी को 6 लाख, तो सरपंच पति पृथ्विराज को 70 हज़ार के भुगतान नियमों के विरूद्ध,5 हज़ार का पानी पी गई पंचायत, साफ-सफाई स्वच्छता पर भी हज़ारो के भुगतान, बिना स्वीकृति 80 हज़ार की लटकाई लाईट

नीमच। पंचायत एवं ग्रामीण विकास विभाग बार-बार प्रदेश की पंचायतों को विकास कार्य में होने वाली खरीदी एवं भुगतान में पारदर्शिता लाने के लिए भण्डार क्रय नियम की पालना करने की हिदायत दे रहा है, लेकिन सरपंच-सचिव नियमों को ताक पर रख अपनी मनमानी से काम कर रहें हैं, इनके लिए नियम, कायदे, कानून और आदेश कोई मायने नहीं रख रहें है।

वैसे तो नीमच जिले की अधिकांश सरपंच-सचिव भण्डार नियम का पालन नहीं कर जमकर अपने चहेतोंं के साथ मिलकर चांदी काट रहें है, वहीं पंचायती राज नियमों को भी छन्नी कर रहें है। जनपद पंचायत जावद अन्तर्गत ग्राम पंचायत मोरवन ने भी नियम कायदों के विरूद्ध खरीदी व भुगतान को अंजाम दिया है।

मोरवन पंचायत में अगस्त 2022 से लेकर जुलाई 2024 तक किए गए भुगतान स्पष्ट सरपंच-सचिव की मनमानी को दर्शा रहे है। पंचायत की पीआरडी पोर्टल और ई-ग्राम स्वराज पर किए गए भुगतान पर नजर डाली गई तो सारी तस्वीर साफ होती चली गई।

पंचायत द्वारा अधिकांश वेंडरों का भुगतान पीआरडी पोर्टल पर पाँचवा वित्त से व्हाउचर अपलोक कर किए गए है, जबकि आमजन और पंचायत में पादर्शिता लाने के लिए यह व्यवस्था लागू कि गई थी, कि पीआरडी पोर्टल पर बिल अपलोड़ करना आवश्यक है, लेकिन आमजन के सामने भेद ना खुल जाए कि किस किमत पर किससे क्या सामग्री क्रय की गई, या फिर सेवाऐं ली गई है, इसलिए व्हाउचर पैमेंट इस संदेह को स्पष्ट करता है, कि भ्रष्टाचार की नियत से ऐसा किया गया है।

वहीं पन्द्रह वित्त में हर माह लाख नहीं लाखों के भुगतान किए गए हैं, जिसमें एक ही फर्म को एक लाख से उपर का भुगतान एक ही व्हाउचर पर किया गया है। पन्द्रह वित्त में सबसे बड़ा भुगतान एक माह में सात लाख से उपर का किया गया है। जिन फर्मो को यह भुगतान सामग्री क्रय करने अथवा सेवा लेने के लिए किए गए है, उनसे भण्डार क्रय नियम अन्तर्गत समाचार पत्र में निविदा आमंत्रित कर कोटेशन ली गई है, या फिर अपने निजी हित के लिए बंदरबांट कर दी गई।

पंचायत द्वारा नीमच की सिलीकॉन कम्पयूटर फर्म को डेढ़ साल में 3 लाख 49 हजार का भुगतान किया गया है। बिना किसी विभागीय आदेश, बिना तकनीकी स्वीकृती, बिना प्रस्ताव लिए व बिना भण्डार नियम की पालना किए 22 जुन 2024 को पंचायत ने सीसीटीवी कैमरे की खरीदी भी सिलीकॉन फर्म से 1 लाख 23 हजार 130 रू. कि की है, जिसका भुगतान भी पीआरडी पोर्टल पर व्हाउचर अपलोड़ कर किया गया है।

बावल जूनी के वेंडर राजकुमार प्रभुलाल धाकड़ विक्रता आईडी 2145560 को तकरीबन 6 लाख के भुगतान किए गए है, जिसमें टेन्ट, निर्माण सामग्री, पम्प संधारण, पेयजल संधारण इत्यादि योजना में व्हाउचर पर भुगतान हुए है।

नीमच आर्ट को 49200 को अन्य सामग्री क्रय करने का भुगतान व्हाउचर पर, निर्वाचन में 5070 रू. पीने के पानी केम्पर का भुगतान व्हाउचर पर, श्रीनाथ टेन्ट हाउस पंकज धाकड़ को 59600 का भुगतान व साफ-सफाई स्वच्छता पर भी पन्द्रह वित्त में मनमानी तरीके से भुगतान किए गए है।

पन्द्रह वित्त में भी सरपंच-सचिव द्वारा मनमानी तरीके से भुगतान कर वित्तीय अनियमितता कि गई है, जिसमें लक्की जैन को 59450 रू., यश कन्स्ट्रक्शन को 92995 रू का भुगतान व्हाउचर पर, लेकिन विवरण नहीं दिया गया की किस कार्य या योजना के लिए भुगतान किया गया है, इसकी भी गहनता के साथ जांच होनी चाहिए।

सरपंच पति पृथ्वीराज पिता बगदीराम भील को पंचायत ने अलग-अलग खर्चे बताकर व्हाउचर पर तकरीबन 70050 रू. के अभी तक भुगतान कर दिए है। सरपंच पति को किस नियम के तहत पंचायत ने भुगतान किए है, यह एक बहुत बड़ा नियमों के विरूद्ध भुगतान कर वित्तीय अनियमितता का मामला है।

पन्द्रह वित्त में जैन इलेक्ट्रिक को स्ट्रीट लाईट के 80000 रू. का भुगतान, यश कंस्ट्रेक्शन को पेयजल पाईप लाईन विस्तार का एक मुश्त 109504 रू. का भुगतान किया गया है। इन कार्यो को प्रस्ताव व शासकीय-तकनीकी स्वीकृति लेकर किया गया है, या नहीं, इसका भौतिक सत्यापन होना चाहिए।

5 लाख 2 हजार 784 रू. के सोलर पैनल हेड अग्रवाल इन्टरप्राईजेस से पन्द्रह वित्त में भण्डार नियम के विरूद्ध क्रय किए गए। जिसका भुगतान दिनांक 10/02/2024 को १ लाख व दुसरा 28/02/2024 को 4 लाख 2 हजार 784 रू का किया गया। 5 लाख से उपर की खरीदी भी पंचायत ने शासन के आंखों मे धुल झोंक कर की है।

पशु होदी निर्माण व रेन वाटर हार्वेस्टिंग कार्य के लिए गुलाब ईंट उद्योग ग्वालटोली नीमच से 41250 की सामग्री क्या खरीदी गई, जो मोरवन में उपलब्ध नहीं थी। पन्द्रह वित्त में 20200 रू. का सरपंच पति पृथ्वीराज को शिवम गोपाल धाकड़ के नाम से भुगतान किया गया। जैन ऑटो पार्टस शांतीलाल जैन को 32770 रू. का भुगतान बिना विवरण बताए किया गया।

सफाई कर्मी रवी राठौड़ को वेतन देने के चार दिन बाद 35000 रू. और सफाई कर्मी पंकज राठौड़ को भी ठिक इसी तरह वेतन प्राप्ती के चार दिन बाद 30000 रू. का भुगतान वेतन के अतिरिक्त किया गया है, जिसकी जांच गहनता से कि जाना चाहिए। सफाई कर्मीयों को चार दिन पहले वेतन दिया गया है, तो फिर यह राशि किस कार्य की दी गई है, या फिर खुला भ्रष्टाचार हुआ है।

मोरवन पंचायत में विकास कार्यो में गुणवत्ता से समझौता कर निर्माण किए गए है। एजेंसी स्वंय पंचायत है, लेकिन चहेतों को बाले-बाले काम दिया जाकर नियमों के विरूद्ध काम करवाए जा रहे है। बताया जा रहा है कि एसटी महिला सरपंच होने से सचिव स्थानीय राजनैतिक प्रतिनिधियों के साथ मिलकर मनमाने ढंग से वित्तीय अनियमितताओं को अंजाम दे रहें है।

भण्डार क्रय नियम के भाग-1 के बिन्दु 2 प्रभावशीलता में मध्यप्रदेश शासन के समस्त विभागों के साथ यह नियम पंचायतों पर भी प्रभावशील होने का उल्लेख किया गया है।

बिन्दु 4 क्रय के मूल सिद्धांत में लोक हित में क्रय हेतु सक्षम प्रधिकारी की यह जिम्मेदारी और जवाबदेही होगी कि वह क्रय से संबंधित प्रकरणों में कार्यकुशलता, समयबद्धता, मितव्ययिता, पारदर्शिता, गुणवत्ता एवं प्रतिस्पर्धा सुनिश्चित करने के साथ-साथ प्रदेश के सूक्ष्म तथा लद्यु उद्योगों को बढ़ावा देते हुए समस्त आपूर्तिकर्ताओं के साथ उचित और समान व्यवहार रखे।

मोरवन पंचायत ने जानते हुए भी इस नियम का पालन नहीं किया। पंचायती राज अधिकारीयों ने भी भण्डार नियम की पालना करवाने में सुस्ती बरती है। देखा गया है, कि कुछ सामग्री खरीदी तो अधिकारीयोंं के मौखिक आदेश के आधार पर ही हो जाती है, तो फि र नियमों का पालन कैसे होगा।

बहरहाल मोरवन ग्राम पंचायत की गहनता के साथ जांच करवाने की आवश्यक्ता है। निर्माण कार्य की गुणवत्ता, समग्री का मूल्य के आधार पर गुणवत्ता, समग्री क्रय में नियम की पालना, पीआरडी पोर्टल पर बिल अपलोड़ करने की जगह व्हाउचर अपलोड़ करना, अन्य सामग्री क्रय करना,

पम्प एवं जल संधारण में सामग्री क्रय करना एक ही फर्म से लाखों की बिना भण्डार नियम के खरीदी करना, सामग्री क्रय एवं सेवाऐं लेने के साथ-साथ सभी का भौतिक सत्यापन की गहनता जांच की जाकर पंचायती राज अधिनियम में जिम्मेदारों पर कार्यवाही कि जानी चाहिए।

मोरवन पंचायत की अभी तक किसी भी प्रकार की शिकायत प्राप्त नहीं हुई है। वित्तीय अनियमितता 1 रू. की हो या 100 रू. की अनियमितता ही रहेगी। भण्डार क्रय नियम का पालन करना मध्यप्रदेश शासन के आदेशानुसार सामग्री क्रय एवं सेवा उपार्जन के लिए अनिवार्य है, और इसका पालन सभी पंचायतों को करना चाहिए।

हाल ही में मध्यप्रदेश शासन के आदेश की परिपालना में जिला पंचायत नीमच ने मनरेगा में भी भण्डार नियम की पालना करने व करवाने के आदेश दिए है, तो इस पर सख्ती से सभी को पालन करने के निर्देश हमारे द्वारा दे दिए गए है। रही बात मोरवन पंचायत की अनियमितता की जैसा आपने बताया है, तो इस पर त्वरित जांच करवा कर अनियमितता पाए जाती है, तो पंचायती राज अधिनियम मे कार्रवाई जरूर की जाएगी।

Neemuch The Panchayat and Rural Development Department is repeatedly instructing the panchayats of the state to follow the store purchase rule to bring transparency in the purchase and payment of development work, but the sarpanch-secretary is working arbitrarily by keeping the rules aside.

By the way, most of the sarpanch-secretaries of Neemuch district are not following the store rule and are cutting silver fiercely with their loved ones, while also circumventing the Panchayati Raj rules. Gram Panchayat Morvan under Janpad Panchayat Jawad has also carried out the purchase and payment against the rules and regulations.

The payments made in Morvan Panchayat from August 2022 to July 2024 clearly show the arbitrariness of the Sarpanch-Secretary. If we look at the payments made on the PRD portal of the Panchayat and e-Gram Swaraj, the whole picture becomes clear.

Most of the vendors have been paid by the panchayat by uploading vouchers from the fifth finance on the PRD portal, while this system was implemented to bring transparency in the general public and the panchayat, that it is necessary to upload bills on the PRD portal,

but the voucher payment clarifies the suspicion that it has been done with the intention of corruption, so that the public does not open the distinction between what material has been purchased at what price and what services have been taken.

At the same time, not lakhs but lakhs of payments have been made every month in fifteen finances, in which more than one lakh has been paid to the same firm on the same voucher. The largest payment in fifteen fiscals has been made above seven lakhs in a month. The firms to whom these payments have been made for purchase of goods or services, have been taken quotations by inviting tenders in the newspaper under the Stock Purchase Rules, or have been diverted for their personal interest.

3 lakh 49 thousand has been paid by the Panchayat to the silicon computer firm of Neemuch in one and a half years. Without any departmental order, without technical approval, without taking a proposal and without following the store rule, on June 22, 2024, the panchayat has also purchased a CCTV camera from a silicon firm for Rs 1,23,130, which has also been paid by uploading a voucher on the PRD portal.

About 6 lakh has been paid to the vendor Rajkumar Prabhulal Dhakad Vikharta ID 2145560 of Bawal Juni, in which payments have been made on vouchers in the scheme of tents, construction materials, pump storage, drinking water storage, etc.

Neemuch Art has been paid Rs. 49200 on purchase of other materials, Rs. 5070 on election voucher, Rs. 59600 on payment of drinking water campers, Rs. 59600 on Shrinath Tent House, Pankaj Dhakad and on cleanliness and hygiene.

Financial irregularities have also been committed in fifteen finances by paying arbitrarily by the Sarpanch-Secretary, in which Lucky Jain was paid Rs. 59450, Yash Construction was paid Rs. 92995 on vouchers, but details were not given for which work or scheme, it should also be investigated thoroughly.

Sarpanch Pati Prithviraj Pita Bagdiram Bheel has so far been paid about Rs. 70050 on voucher by the Panchayat citing various expenses. The rules under which the panchayat has made payments to the sarpanch husband is a case of financial irregularity by making payments against a very large set of rules.

In fifteen fiscals, Jain Electric has been paid Rs. 80000 for street lights and Yash Construction has been paid Rs. 109504 for drinking water pipeline extension. Whether these works have been done with the proposal and government-technical approval or not, there should be physical verification.

Solar panels worth Rs. 5,2,784 were purchased from Head Agarwal Enterprises in fifteen fiscals against the stock rules. 1 lakh on 10/02/2024 and another Rs. 4 lakh 2 thousand 784 on 28/02/2024. The panchayat has also made purchases above Rs 5 lakh in the eyes of the government.

What material of 41,250 was purchased from rose brick industry Gwaltoli Neemuch for cattle shed construction and rain water harvesting work, which was not available in Morvan. In fifteen fiscals, Rs. 20200 was paid to Sarpanch Pati Prithviraj in the name of Shivam Gopal Dhakad. A payment of Rs. 32770 was made to Jain Auto Parts Shantilal Jain without disclosing the details.

Sanitary worker Ravi Rathod has been paid Rs. 35000 after four days of salary and similarly Sanitary worker Pankaj Rathod has been paid Rs. 30000 after four days of salary receipt in addition to salary, which should be investigated thoroughly. The sanitation workers have been given salary four days in advance, then for what work this amount has been given, or there has been open corruption.

The Morvan Panchayat did not follow this rule even after knowing it. Panchayati Raj officials have also been lax in enforcing the store rules. It has been seen that if some material is purchased on the basis of the verbal order of the officials, then how will the rules be followed.

However, there is a need to conduct a thorough investigation of Morvan Gram Panchayat. Quality of construction work, value-based quality of aggregates, compliance of rules in aggregates procurement, uploading vouchers instead of uploading bills on PRD portal, purchasing other materials,

purchasing materials in pumps and water conservation, procuring millions from a single firm without stock rules, purchasing materials and services as well as physical verification of all should be thoroughly checked and action should be taken on those responsible in the Panchayati Raj Act.

The panchayat has not received any complaint so far. Whether the financial irregularity is of Rs. 1 or Rs. 100, the irregularity will remain. As per the orders of the Government of Madhya Pradesh, it is mandatory to follow the Store Purchase Rule for the purchase of goods and services, and it should be followed by all the Panchayats.

Recently, in compliance with the order of the Madhya Pradesh government, the district panchayat Neemuch has given orders to follow the store rule in MGNREGA as well, so instructions have been given by us to follow it strictly.

The matter of irregularities in Morvan Panchayat, as you have told, if irregularities are found by conducting a quick investigation on it, then action will definitely be taken under the Panchayati Raj Act.
